The Soviet breakthrough into the space frontier in October 1957 transformed outer space into an open frontier for exploration. The international community, recognizing the significant role of space in terms of national security policy-making and the determination of nation-states to launch space missions to achieve technological and scientific milestones, made the regulation of orbital access inevitable in order to prevent its weaponization or the appropriation of celestial bodies by state powers.
