The dawn of the space age was marked by the Soviet launch of Sputnik-1 on October 4, 1957. This breakthrough fueled a stark bipolar competition with the United States of America, which had already established the first civilian space agency, the National Aeronautics and Space Administration (NASA), in 1958.

Initially, space exploration was considered the exclusive domain of the two superpowers engaged in the Cold War, a geopolitical conflict that had quickly extended into outer space. In the early 1960s, however, both the United Kingdom and Canada, through collaboration with their Atlantic ally, successfully placed the Ariel 1 and Alouette 1 satellites into orbit, opening the door for new actors in the space domain. On December 15, 1964, Italy became the third nation to design and operate a satellite project, named San Marco 1. Unlike the UK and Canada, this project was managed entirely by an Italian team, with the Americans providing the Scout launch vehicle. Thanks to the foresight of engineer and aviator Luigi Broglio, and earlier, physicist Edoardo Amaldi, Italy established itself as the third country to reach outer space.

Regarding the eminent Italian physicist Edoardo Amaldi, it is essential to recall that he is widely credited with conceptualizing the first European organization for space exploration. Amaldi authored a renowned article titled Space Research in Europe, which he circulated among influential scientists across the continent. Amaldi's vision began to take shape as early as 1958, heavily influenced by the global dynamics of the time: following the Sputnik launch, he deemed it urgent for Europe to enter the space domain to safeguard and strengthen its independence. He firmly believed that the creation of European satellites—which he termed "Euromoons"—would establish Europe as a prominent geopolitical factor. This foundational document ultimately led to the establishment of the European Space Research Organisation (ESRO) and the more technically and engineering-focused European Launcher Development Organisation (ELDO) in 1962.

In the 1970s, however, the institutional landscape shifted. On May 30, 1975, ESRO and ELDO were dissolved and merged into the European Space Agency (ESA). Its founding Convention entered into force on October 30, 1980. The founding member states included the Federal Republic of Germany, the Kingdom of Belgium, the Kingdom of Denmark, Spain, the French Republic, the Italian Republic, the Kingdom of the Netherlands, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Sweden, and the Swiss Confederation.

ESA was thus established with the objective of forging a long-term European space policy, contributing to the advancement of knowledge about our planet and the Universe, and framing space as the ultimate frontier where present and future converge. To this day, the Agency strives to strengthen cooperation among its member states—currently numbering 23—with the ultimate goal of delivering the strategic and scientific benefits of space exploration to the global community.

The European Space Agency operates as an independent entity from the European Union. In fact, among its 23 member states (the most recent being Slovenia) are the United Kingdom, Norway, and Switzerland, which are not EU members. Nevertheless, the European Union remains one of the Agency's largest financial contributors (86%), and the European Union Agency for the Space Programme (EUSPA) collaborates closely with ESA on the Copernicus programme, dedicated to monitoring the Earth, its atmosphere, oceans, and vegetation.

 

ESA has undeniably consolidated Europe's presence in space, becoming a global benchmark for international space cooperation (most notably demonstrated by the International Space Station, ISS). It has fostered numerous collaborations with NASA, such as the SOHO (Solar and Heliospheric Observatory) mission, as well as with the EU on programs like Copernicus and Galileo, the first European satellite navigation system.

Today, ESA stands as a fundamental pillar of European space policy, symbolizing multilateral cooperation, innovation, and scientific leadership. The Agency is strongly committed to enhancing the technological autonomy of its member states, designating outer space as a frontier of paramount strategic importance for Europe.

Finally, during the recent ESA Council meeting at the ministerial level, member states reached an agreement to increase the Agency's budget to €22.3 billion for the next three years (until 2028). This substantial commitment reflects a clear political will to bolster the Agency's strategic autonomy, enabling it to remain highly competitive in the international arena while providing the necessary resources to assume a definitive leadership role in global space science.
